Where did you take that picture? Do you have another one from a different angle, or with a lower ISO rate (which looks less grainy) or one taken in daylight at the same place?
It indeed appears to be a dress but some details, like that black rectangle in the center of it troubles the recognition and opens the picture for more interpretations.

I took this in frount of a very haunted building.

They use to hide the slaves their.

The pictuer took out really bad, nothing I can do to make it look any better.

It was dark out.

Here is the full pictuer.

Is it just me or does that look like a black woman taking a pee in the middle of the night?

I don't know if it's a black woman, although i see what looks like a cream-yellow dress that reaches the ground.
If the black rectangular shaped something on the side of the dress is a dark-skinned hand then the supposable body must be bent down because the hand looks too long for a straight posture. It's definitely not a slave's wear and it looks unfinished.

Thanks for pointing out she could be bent over,I wondered what the black on her could be a arm are something else.

What would be unfinished on the dress? Please explain more I do not understand.

Thank you Much.

It's not a complete apparition. The dress is mostly fine, what I find missing is a collar; the lower part is deficient, the back of the presumable woman is too slim, as if the left shoulder grew really close to the right shoulder, more should have been visible from it.
And I don't see any tits.

Have you noticed that the car's back is replicated in my image?

I did that because I didn't want to draw the first outline the second time.
