The first thing you need to do is find a way to transfer the video footage from your cell phone to your computer.  You need some sort of transfer cable that will connect your phone to your computer; perhaps your phone came with a usb cable for just that purpose.  Once you have done this, you might want to try a program called "Free Video to JPG Converter".  This is a free program that can be downloaded at DVDVideosoft.com  Once you're on their main page, scroll down on the left until you find the heading "Free image and photo software".  Under this heading, select "Free Video to JPG Converter".  Just follow the instructions to download.  Once you have this program on your computer, you can use it to make still frames out of any video footage.  I've been using this program for a few months now, and have found it extremely easy to use.  It can convert 20 seconds of video footage into several hundred still frames in about 10-15 seconds.  Let me know how it goes.
