These are very good questions.
Klaus Schreiber is said to have been an extraordinary psychic and that may have contributed to the images being clearer than what is obtained today.
From a technical aspect, the TV system in Germany was/is the PAL system which has different specifications than the NTSC standard of the US.
As with a lot of the early work, there seems to be little success in trying to duplicate their effort.
From Raudive's diode to Spiricom to the Scole Experiments to Klaus Schreiber and others, it would seem there were factors beyond technology that were in play.
