I definitely hear speech...From 16.0 to 17.0 I hear "I'm sorry-" -with or without headphones. 17.0 to 18.5 is a bit less discernible...first pass I thought I heard, "-Not this time." Seems to repeat "Sorry...not this time."
When you say you "chopped up" the Spiricom frequencies- would you elaborate on that please?
