Quite rightly you'd think it a little weird !
The traits within it are the Hollywood style 'get out' low voice slow down male sound of a poltergeist, linked with innocent kids.

Being a computer, my thoughts are that it's some kind of malware. Normally, i'd expect some kind of popup to be on the screen behind your browser (if you were online), advertising a new film or something.
We're not far from Halloween, so that would tie in...maybe.
Another thought is of various components acting as a radio circuit. I was once modifying a music keyboard for extra effects and sounds and somehow started receiving a local radio station.

All those things aside and if you know exactly what your PC loads up at boot time, then it's perplexing to say the least. Rather cool, in an awkward way for yourself no doubt.
(If in XP, click 'Start', then 'Run', then type in 'msconfig'. You can then see what your PC loads up when it starts up. Something may be loading to do this as some kind of advertising gimmick).
