I agree... it sounds like "on (the) board captain"... but as with just about all of the clips from the streams that I've listened to (only now have taken time out to listen to them), unless I focus on what the recorder says they are hearing, I'm not sure if I would have thought that it's saying what you said it's saying. But yes, when I focus on "on board captain", I can see why you thought it is saying that. hope this helps!
