Great project.
"Quartz Lock" is just a buzz word for the frequency synthesizer in the front end that is involved in selecting the incoming frequency. It takes a minimum finite time for it to change (re-lock) from one channel to another, so this will be a limiting factor in how fast the receiver can frequency hop when told to do so by the presets, or use of scanning / external hardware.
I like your idea of automating control via digital switches. I havent gone done this path, but I did experiment with swinging the varicap tune line in a similar technics tuner with a random level digital staircase waveform generated by an D/A. The D/A being fed with psuedo random digital values. Swinging the varicap line directly meant no min synth lock time, so I could get instant change in received frequency.
