As I remember, the 555 was just used to reset the scanning. The radio will scan right up to the end of its frequency range and then hang there. So the 555 resets to begin at the start again.
Rate is, I believe, set internally to the SC-1088...but that's not to say a capacitor and resistor or some other method can't be used to slow it and speed it up at the right pins...hmmm, time to consult the datasheet.
The SC-1088 will scan til it finds a station, which of course we don't want. So one ideal would be to remove the ability to find anything ! In such a way, anything received would be difficult to prove was just radio snippets.
I'll get to work on one of these now...your questions have me wondering a few things !
